Back in 1999, the Philippines took an old warship that wasn’t being used anymore and ran it onto the reef. They said they would remove it, but they haven’t done so yet. Wu Shicun, who is the Chairman of the Huayang Research Center for Maritime Co-operation and Ocean Governance, says this was a way for the Philippines to try to claim the reef.
