The officer’s name is Chen Hui. He is the Political Commissar of the Army of the People’s Liberation Army (PLA).
A “Political Commissar” is like a leader who helps guide the army and makes sure everyone follows the rules.
The promotion ceremony was held in Beijing. Two important vice chairmen, Zhang Youxia and He Weidong, were also there. Xi Jinping personally gave a special certificate to Chen Hui and congratulated him. 🌟
